Timeline for the San Diego Regional Center
Self-Determination Project

The timeline is presented in reverse order to stress what is happening here and now with the Project. Participants have been selected, plans developed, and lives changed:

April 2005

The Self-Advocates Conference will be held in San Diego at the Marriott Hotel in Hazard Center, April 23rd and 24th, 2005. The theme this year is San Diego People First on the move. There will be keynote addresses, workshops, a health and resource fair, and a dinner/dance all designed to promote self-advocacy.

February 2005

January 2005

Two new consumers were identified, through the random drawing process. They were invited to join the project. We are limited to a maximum of thirty participants, and have had a few slots become available when a current consumer has declined continued participation.

September 2004
From the random drawing, a few additional consumer names were drawn to reach the target of 30 consumers for the project. Their Self-Determination Plans will be developed in the next few months.

July 2004
Mosaic Connections, Inc. became a vendor of SDRC and will be the contact point for service brokers who will be available to consumers/families.

May 2004
A consumer had his third Self-Determination plan completed. There were some new unmet needs and new services were identified.

April 2004
Second year plans were completed on two consumers and a new consumer from the random drawing in January had her first Self-Determination plan completed.

January 2004
A third random drawing was completed, using the entire SDRC population pool. The names were selected through the SANDIS program and then separated by geographic location and age. Several individuals in the project had indicated that they were willing to give up their place to allow a new consumer to experience self-determination and the random drawing was completed to allow for new names to be drawn.

October 2003
The new Self Advocates Resource Room was opened in our San Marcos Office. This resource room for Self-Advocates has an extensive library on Self-Determination and Self-Advocacy. Each of our offices has a resource library with information on Self-Determination.

September 2003
Total of twenty-six (26) Self-Determination plans approved. Two additional plans are in process.

Two educational videos have been produced on the topic of inclusion:

July 2003
Three new names are drawn to replace one consumer who passed away and two consumers who have declined participation in the project. These consumers will be invited to join the project.

June 2003
Total of twenty-four (24) Self-Determination plans approved. Six(6) others are in the process of being completed

March 2003
Total of twenty-one (21) Self-Determination plans approved. Six(6) others are in the process of being completed.

Planning is begun for the “My Life....My Way” Self-Determination Conference scheduled in San Diego, November 19, 20, and 21st, 2003.

February, 2003
Total of 16 Self-Determination Plans approved. 10 more plans are in development.

January 2003
Total of twenty Self-Determination plans approved. Six(6) others are In the process of being completed.

December 2002
Total of eighteen Self-Determination plans approved. Eight (8) others are in the process of being completed.

October 2002
Total of sixteen (16) Self-Determination plans approved. Six (6) others are in the process of being completed

July 2002
Total of ten (10) Self-Determination plans approved. Eight (8) others are in the process of being completed.

April, 2002
"My Life...My Way" Conference held on 4/4 & 4/5 in San Diego.

February, 2002
Four (4) new Service Brokers vendored and available to consumers/families.

March, 2002
Total of seven (7) Self-Determination plans approved. Six (6) others are being completed.

January, 2002
2nd session of Broker Training completed.

November, 2001
Funding flows into the hands of 1st participant. Family begins directly buying services.

October, 2001
1st Self-Determination Plan approved.

September, 2001
Conference scheduled for 9/14 & 9/15 cancelled due to tragedy in New York.

June, 2001
Provider and staff forums on Self-Determination and Individualized Funding are provided by consultants.

April, 2001
Project web site ( http://www.sdrc.org/self-determination/) is up and running.

March, 2001
1st session of Broker Training provided by Brian Salisbury and Steve Dowson. Eight (8) local persons complete training.

February, 2001
Computer based random selection of initial 30 participants for the project is completed on 2/7/01. Service Coordinators begin meeting with consumers and families to describe project and determine interest in participating in pilot.

October, 2000
Contract with Brian Salisbury and Steve Dowson of Emprise International to act as consultants to the Project.

November, 2000
Self-Determination Work Group is formed & meets for the 1st time on 11/8/00. Group consists of SDRC staff who will make recommendations on the policies and procedures needed for systems change to implement self-determination and individualized funding at SDRC. Brian Salisbury and Steve Dowson, project consultants, make initial visit to SDRC. They meet with members of the local Steering Committee and SDRC staff to discuss plans for implementation of Project goals.

July, 2000
Several staff & community members attend 1st International Conference on Self-Determination in Seattle, WA. They bring back ideas to consider for our Project.

September 2000
Proposal reviewed & approved by the Statewide Self-Determination Steering Committee.

June, 2000
Self-Determination Project Proposal Developed. Reviewed by local Steering Committee on 6/22/00. Public Hearing conducted by SDRC and Area Board XIII on 6/27/00 to receive community input on proposal. Proposal approved on 6/30/00 by the Department of Developmental Services.

April, 2000
Formation of local Self-Determination Steering Committee. First meeting held on 4/20/2000.
